New measures to address non-performing loans

On 18th of December, the European Parliament and the Council agreed a new framework for dealing with banks’ bad loans. They reached a provisional political agreement on capital requirements applying to banks with non-performing loans (NPLs) on their balance sheets. The deal will now be submitted for endorsement by EU ambassadors according to the Council’s press release.

December Financial Stability Report

Financial stability has remained robust since the release of the previous Report (June 2018), and the main vulnerabilities have continued to be those stemming from external sources. The National Bank of Romania has further pursued a counter-cyclical policy conduct within its scope of activity, yet a balanced economic policy mix is called for in order to adequately manage the vulnerabilities with systemic potential and achieve sustainable economic growth according to the latest Financial Stability Report for December published by the National Bank of Romania on 10th of December 2018.

New rules for doing business online

The EU is introducing new rules which will offer business users in the EU a more transparent, fair and predictable online platform environment, together with an effective system for seeking redress. The proposed regulation is the first EU legislative act that addresses relations between online platforms and the businesses using them according to the Council’s press release dated 29th of November 2018.

Foreign investment screening framework

The European Parliament, the Council and the Commission reached in November a political agreement on an EU framework for screening foreign direct investment. The package agreed will ensure that the EU and its Member States are equipped to protect their essential interests while remaining one of the most open investment regimes in the world.

November 2018 – Inflation Report

The National Bank of Romania published on 8th of November the Inflation Report, the report indicated that after having reached a 5-year high in 2018 Q2, the annual inflation rate saw, as expected, a halt in its upward trend, falling to 5 percent in September, i.e. 0.15 percentage points above the benchmark forecast in the August 2018 Inflation Report and 1.5 percentage points above the upper bound of the ±1 percentage point variation band of the 2.5 percent flat target.

Romania will have a National Franchise Register

Considering the necessity to adopt urgent measures for the amendment and completion of Ordinance no. 52/1997 on the legal status of the franchise, as well as the introduction of new elements requiring an urgent correlation of certain provisions from the text of the current normative act with that of the European legislation in the field, the Ministry for Business, Commerce and Entrepreneurship launches publicly the project of the Government Emergency Ordinance amending and supplementing Ordinance no. 52/1997 on the legal status of the franchise.

Area bank lending survey

The October 2018 bank lending survey – third quarter of 2018 has been published. The euro area bank lending survey (BLS) provides information on bank lending conditions in the euro area. It supplements existing statistics with information on the supply of and demand for loans to enterprises and households. The BLS provides input to the assessment of monetary and economic developments carried out by the ECB Governing Council in the process of making its monetary policy decisions.

2018 Consumer Markets Scoreboard

On 12th of October the European Commission published the 2018 Consumer Markets Scoreboard that monitors how EU consumers rate the performance of 40 goods and services sectors. The Consumer Scoreboards provide an overview of how the Single Market works for EU consumers. Published since 2008, they aim to ensure better monitoring of consumer outcomes and provide evidence to inform policy.
